The California Emergency Operations Center (EOC) is a Design-Build proposal by Hensel Phelps Construction + HOK. This facility is part of the California Governor's Office of Emergency Services and includes a single-story EOC, a warehouse, a communications tower, PV infrastructure, and other improvements. It would also serve as a disaster-response center for the Southern California region, supplementing the sole State Operations Center in Mather in Northern California. 
The site maximizes efficiency and operations while maintaining security. Walking paths lined with local planting and a secure staff courtyard are proposed for everyday employees to enjoy. The EOC building massing strategy divides the building into 2 main segments associated with unique program required by the client, and is tied together by a central circulation spine that serves as a "Main Street" for the building and brings in natural light. It as anchored towards the west end with staff breakout space and is carved with nooks for casual meeting- and work-spaces.
